Certain widgets can only be added to certain zones.
"Why," you ask? Because we want profile pages to have freedom of customization, but also to have some consistency. This way, when anyone visits a deviant, they know they can always find the art in the top left, and personal info in the top right.

No, it's part of PMD Editor. It only works for PMX models though.
With PMD models, you can only rig with BDEF1 & BDEF2, which means you can only attach vertices to one or two bones. This is the default/basic method of rigging.
With PMX models, you can rig with BDEF4, which means you can attach vertices to up to 4 bones. This creates a smoother movement. PMX also supports SDEF, which creates more of a slide movement. This also creates a smooth movement, however it looks different then BDEF4. The SDEF is great for fingers and wrists.
Now, as for how you do this, I will have to create a tutorial to show you.
